The weak spots are the Public Internet Backbone and Your Internet Connection. Because VOIP is just another data stream where the Public Internet Backbone is concerned, your call is subject to become garbled or even unusable if network congestion becomes too high. And because most Internet Service Providers are completely independent of VOIP Telephone Providers, their networks aren't optimized to ensure that your VOIP call will work reliably. To them, yours is just another stream of data on their busy network.
